Short answer
Rubra Digital delivers LLM and RAG consulting to organisations in Canada, working across Toronto, Montreal, Vancouver and remotely. Engagements are designed around PIPEDA, Quebec Law 25, OSFI B-13 and E-23. Canadian regions in Toronto and Montreal, with in-country inference for regulated clients.
What is different about delivering in Canada
Canada’s proposed AI legislation (AIDA, inside Bill C-27) died on the order paper, so there is currently no federal AI statute in force. PIPEDA, Quebec’s Law 25 and sector guidance do the real work. Law 25 is the sharper constraint in practice: it grants a right to an explanation for automated decisions and imposes French-language obligations that affect the interface as much as the model. OSFI’s model risk guidance sets the bar for federally regulated financial institutions.
How that changes my build
For anything serving Quebec I build bilingual retrieval and an automated-decision explanation path in from the start, because Law 25 makes both non-optional.

AI consulting in Canada: FAQ
Do you work with clients in Canada?
Yes. I deliver remotely across ET through PT with on-site workshops in Toronto, Montreal, Vancouver for discovery, architecture review and handover, which are the points where being in the room helps. My working language is English, and I work with source material in French.
Which regulations shape AI projects in Canada?
The frameworks that most often change how I design a system here are PIPEDA, Quebec Law 25, OSFI B-13 and E-23, Voluntary Code of Conduct on generative AI. The primary data protection regulator is Office of the Privacy Commissioner of Canada (OPC). For anything serving Quebec I build bilingual retrieval and an automated-decision explanation path in from the start, because Law 25 makes both non-optional.
Can our data stay in Canada?
Canadian regions in Toronto and Montreal, with in-country inference for regulated clients. Where a client needs inference to stay inside the jurisdiction, that gets designed in from the start rather than retrofitted, including fully on-premise deployment with open-weight models where no external inference is permitted.
What does an AI consulting engagement cost in Canada?
Discovery engagements start at €22,000 and production builds typically run from €55,000 to €180,000 depending on scope. I invoice in CAD or EUR and quote fixed price for defined scopes, with the assumptions written down before you commit.
