Short answer

Rubra Digital has built and looked after websites for small businesses in Portugal since 2019. Sites are published in European Portuguese and English, carry the legal details Portuguese law requires, such as Livro de Reclamações Eletrónico and Lei 144/2015 (RAL), and are set up for local search on Google and in AI assistants.

What is different about Portugal

A lot of small businesses in Portugal still run on a phone number, a social media page and a Google Business Profile, and many of the websites that do exist were built once and then left alone. That leaves a real opening: in most local categories, a fast site written in proper European Portuguese, with the legal footer done right, already stands out.

How that changes the build

We write and check copy in European Portuguese rather than Brazilian Portuguese, because customers notice the difference immediately. The complaints book link, the RAL notice and the company identification go into the footer template on day one, so they cannot be forgotten when pages are added later.

Local search

Local search in Portugal is overwhelmingly Google Search and Google Maps, and searches are usually short: the trade plus the town. A complete Google Business Profile with real photos, opening hours that are kept current and steady reviews does a lot of the work. The website then has to back that profile up with a page per service and per area that matches how people actually search.

What a business website here has to carry

  • Livro de Reclamações Eletrónico

Any business selling to consumers that has a website must show access to the electronic complaints book in a visible, prominent place. In practice that means the official icon in the footer, linked to the platform.

  • Lei 144/2015 (RAL)

Consumer-facing businesses must tell customers which alternative dispute resolution centre they can use, on the website and in any terms of sale.

  • Decreto-Lei 7/2004

The e-commerce law: the site has to identify the business properly, with its name, address, email, registration details and NIF or NIPC.

  • RGPD and Lei 41/2004

A privacy policy that matches what the site really does, and consent before any analytics or marketing cookie is set. The CNPD is the authority that enforces it.

  • Decreto-Lei 82/2022

The Portuguese transposition of the European Accessibility Act. Since 28 June 2025 it applies to online shops and booking services aimed at consumers, with an exemption for micro-enterprises providing services.

EU hosting by default, with fonts and scripts served from the site itself so no visitor data goes to third parties on page load.

Working with businesses in Portugal

Do you work with small businesses in Portugal?

Yes. Portugal is the main market, with a focus on Greater Lisbon (Sintra, Cascais, Oeiras, Loures and Amadora) and the Vale do Sousa near Porto (Paredes, Lousada and Penafiel), each with its own page. We work with businesses elsewhere in the country too. Most of the work is done by phone, WhatsApp and screen sharing, which suits busy business owners better than long meetings.

What does a business website in Portugal legally need?

The rules that most often matter for a small business are Livro de Reclamações Eletrónico, Lei 144/2015 (RAL), Decreto-Lei 7/2004, RGPD and Lei 41/2004, Decreto-Lei 82/2022. Data protection is supervised by: Comissão Nacional de Proteção de Dados (CNPD). Every site we build in Portugal has these in place before launch. This is general information, not legal advice.
